In 2002, Norfolk ranked first amoung all American cities with the percentage of rooms occupied at its' hotels. Cruise ships are docking regularly downtown; and the city wants to put on its best for all the visitors. They would like the Union Mission, a place where men can find shelter from the streets, to move out of the bustling downtown.
But proponents of the mission are scared that all that will do is keep the men on the street at night with no place to go. They feel the men would stay downtown no matter what. This essay focuses on a typical 24hour period at the shelter.
