More than 80 ships, most of them nothing more than rusty, old navy vessels, make up the Ghost Fleet in the James River. Some stand ready for use as America sees fit but most are ready for salvage; only their is no money for this purpose. So, it is up to the few Maritime administration workers to keep the ships from leaking their crude oil, a duanting task seeing that some of these ships date back to World War II. The men brave lead paint, aspestos, pigeon droppings, and rats the size of dogs to work on the dark, cold and eriely moaning ships.
